Building & Trades Fee Definitions

Consumer Advisory:
It is the recommendation of this department to the homeowner who has hired a contractor to perform work for pay to withhold the final payment until the work has been inspected and approved by the City of Kalamazoo. Results of an inspection can be obtained on site at the inspection itself, by observing a bright green "APPROVED" sticker on installation, or by calling the Community Planning & Development Department at (269) 337-8026.

Abandoned Residential Structures
Any structure located within the City of Kalamazoo which is intended in whole or in part for residential use and which for more than 30 days is both unoccupied and to which one or more of the following applies:

  • Open to casual entry
  • Has one or more windows boarded
  • Has utilities disconnected
  • Is a dangerous building as defined by Article 7, Chapter 9 of the City Code of Ordinances
  • Is under notice for being on violation of Chapter 17 of the City Code of Ordinances
  • Is a subject of indebtedness to the City for more than one year
  • Or, because of disrepair or lack of maintenance in a condition that makes it apparent to the public that the structure is, in fact, unoccupied

Required for all roof signs and signs extending over public property

Residential Construction  back
All Residential Building Permits pertain to 1 and 2 family residential buildings and related structures, including: new buildings, additions and alterations; attached and detached garages; attached and detached carports; patio covers and porches; accessory storage buildings (200 sq. ft. and over); and decks 30" or more above grade. In most cases, valuation can be calculated by multiplying the structure's square footage by $56.07. This figure is provided by the State of Michigan Building Code is periodically updated to keep pace with market conditions.

Soil Erosion, Sedimentation & Earth Change Control back
The Soil Erosion and Sedimentation Control Act is a State of Michigan Law, Public Act 254. It was put in place to insure that a person who conducts an earth change does so in a manner that will effectively reduce accelerated soil erosion and resulting sedimentation. The City of Kalamazoo acts as the local municipal enforcement agency for projects within the City of Kalamazoo.

Single Family Residence Fee   back
Twelve month duration. Includes plan review, pre-inspection, permit, mid-term inspection, letter of permit closure

Land Development Project Fees  back
Twelve month duration. Applies to plats, land division, multi-family developments, manufactured homes communities, condominiums, industrial facilities, commercial facilities, and service facilities. Permit covers plan review, pre-inspection, permit, bi-weekly inspections, final inspection and letter of permit closure.

Trenched Utility Installation  back
Twelve month duration. Applies to gas, water/sewer, electric cable, fiber optic or other trenched utilities. Includes plan review, pre-inspection, permit, mid-term inspection, final inspection, letter of permit closure.

Excavated Utility Installation   back
Twelve month duration. Applies to gas, water/sewer, electric cable, fiber optic or other excavated utilities.

Inspection/Re-inspection Fee  back
Projects requiring additional inspections not covered in the Original Fee due to a lack of the proper implementation of an Approved Soil Erosion and Sedimentation Control plan or due to a violation of Chapter 30 of the Kalamazoo City Code (including but not limited to the issuance of a Stop Work Order, a Notice of Violation, or erosion at a site not originally needing a permit).

Earth Change Work Commenced Prior to Permit Issuance  back
Any earth change activity that is commenced prior to permit issuance of a required Part 91 shall be required to obtain the required permit or permits. The cost per permit shall be double the original fee.

Other charges  back
Applicants shall pay all additional engineering and legal fees, costs, charges and expenses that the City incurs over and above initial application fees in connection with reviewing, issuing, or enforcing an Earth Change Permit application. All costs must be paid prior to issuance of letters of review. A new permit must be obtained upon expiration of a permit if the work authorized by that permit has not been completed.

Permit Waiver  back
A Permit Waiver for an earth change within 500 feet of a lake or stream may be granted after receipt of a signed affidavit from the landowner stating that the earth change will be stabilized within 24 hours of initial earth disturbance, that the project will disturb less than 225 square feet and that the earth change will not contribute sediment to lakes or streams. The form for a permit waiver can be obtained from the Building Official.
