Welcome to the Online Feedback session for the 2010-2014 Consolidated Plan!

Here, we have provided opportunities for you to provide us feedback and input at your convenience.  Whether you were unable to attend one of the public meetings or whether this is in addition to what you provided at the public meeting, we appreciate the information.

The questions and information requested below is very similar to the format of the discussion at the public meetings.  The feedback you provide will be considered with the feedback provided at the public meetings in assembling the goals and priorities for the Consolidated Plan. 


Eligible Areas and Activities

While the City receives a sizeable amount of entitlement funds, there are some limits on the places they can be spent and the activities that can be funded.  70% of the total expenditure must be used for activities that benefit low-to-moderate income persons.  While these activities may occur anywhere in the City where these persons would benefit, the following neighborhoods can all receive area-wide benefits because more than 51% of residents are low-to-moderate income:

  • Eastside
  • Edison
  • Fairmont
  • Northside
  • Stuart
  • Vine

Community Development funds may be used for the following activities:

  • Acquisition or disposition of real property for any public purpose
  • Public facilities and improvements
  • Clearance, demolition, and removal of buildings and improvements
  • Provision of public services such as those concerned with employment, crime prevention, child care, health, drug abuse, education, fair housing counseling, energy conservation, welfare, homebuyer downpayment assistance, or recreational needs
  • The repairing of streets, sidewalks, parks, playgrounds, publicly owned utilities, and public buildings
  • Housing services and homeownership assistance
  • Providing financial support and technical assistance, for the establishment, stabilization, and expansion of microenterprises
  • Provision of technical assistance and capacity building to public or nonprofit entities to carry out eligible neighborhood revitalization or economic development activities
