The Neighborhood Development Division invests federal, state and local funds in programs and services that benefit targeted neighborhoods, low- and moderate-income households, commercial corridors, and the downtown district. These investments address housing needs, youth programs, job creation and retention, and community reinvestment through partnerships with local neighborhood associations and other nonprofit organizations.

Our relationship with the US Department of Housing & Urban Development (HUD)
The City of Kalamazoo receives annual funding from HUD under three separate programs: Community Development Block Grant (CDBG), Home Investment Partnerships Program (HOME), and Emergency Shelter Grant (ESG).  In order to ensure that these federal funds are used to meet local needs, HUD requires that recipient municipalities prepare a five-year investment plan, called a Consolidated Plan, which provides a comprehensive analysis of the local community, including demographics, economic conditions, housing issues, etc.  The City of Kalamazoo also prepares an Annual Action Plan which details how HUD funds will be used for the upcoming program year, and how the utilization is consistent with the five year Consolidated Plan.

Homeless Prevention and Rapid Re-Housing Program (HPRP)

The HPRP was created through the passage of the American Recovery and Reinvestment Act of 2009 and designated $1.5 billion for communities to provide assistance and services to either prevent individuals and families from becoming homeless or help those who are experiencing homelessness to be quickly re-housed and stabilized.  Click here for the City of Kalamazoo and LISC Affordable Housing Partnership's overview of the program, and here for frequently asked questions. 

Consolidated Annual Performance and Evaluation Report

Following the conclusion of each of the program year, the City of Kalamazoo also prepares a Consolidated Annual Performance and Evaluation Report (CAPER).  This report details how the HUD funds were used in the most recently completed program year, and how this utilization was consistent with both the Annual Action Plan and the Consolidated Plan.

Census Tract

The Kalamazoo City Commission has prioritized the use of federal resources in those Census Tracts (CT) in which a minimum of 51% of residents are at or below 80% of the Area Median Income as determined by HUD and the 2000 Census data. These include CT 1.00, 2.01, 2.02, 3.00, 5.00, 6.00, 9.00, 10.00 and part of 11.00.

The City of Kalamazoo benefits from the programs of several active neighborhood associations. Certain neighborhoods coincide with CDBG-eligible Census Tracts (CT). They are:

  • Eastside (CT 1.00)
  • Edison (CT 9.00, 10.00, and part of CT 11.00)
  • Fairmont (part of CT 5.00)
  • Northside (CT 2.02 and 3.00)
  • Stuart (part of CT 5.00)
  • Vine (part of CT 2.01, CT 6.00, and part of CT 11.00)
