The scope of work for this project shall consist of the following items of work for each intersection described below and as detailed in the plans:

Howard Street Intersection

In the West and East quadrants, install new steel poles for video detection; paid for as Strain Pole Foundation, Cased, and Light Std Shaft, 30 foot or Less. The strain pole foundations shall be 4 Bolt and the steel casing shall encase the bottom 11’ of the foundation. The item for Light Std Shaft, 30 foot or Less shall only include picking up and transporting the steel poles from the City of Kalamazoo and installing the steel poles in the locations shown on the plans or directed in the field. The Contractor will coordinate with the City of Kalamazoo to pick up the poles from the City’s yard and transport them to the work site where they are to be installed by the Contractor.

The controller cabinet in the South quadrant is to be removed and replaced; paid for as Controller and Cabinet, Rem: Controller Cabinet, Modified. The controller cabinet will be purchased and supplied by the City of Kalamazoo and installed by the Contractor. The item for Controller Cabinet, Modified includes installing and securing the supplied cabinet to the foundation, removing and salvaging, if necessary, equipment from the existing cabinet, and installing and wiring all components inside the cabinet to the signals including but not limited to controllers, ethernet switches, splice racks, battery backup systems, and any other equipment necessary for a fully functional traffic signal. This work is to start no earlier than 3:00 a.m. and be done no later than 8:30 a.m.

At each quadrant and at the existing traffic signal northwest of the railroad tracks, install video detection cameras to the existing and proposed poles (1 each); paid for as Bracket, Truss, with 18 Foot Arm (Steel Pole) and Video Traffic Detection Camera. A second camera is to be attached to the new pole in the East quadrant; paid for as Bracket, Truss, with 18 Foot Arm (Steel Pole) and PTZ Camera. Both the video detection cameras and the PTZ cameras are to be supplied by the City of Kalamazoo and installed by the Contractor. The items for Video Traffic Detection Camera and PTZ Camera include installing the supplied cameras to the bracket arms and all wiring necessary for a fully functioning camera.

All required wiring will be supplied by the City of Kalamazoo.

Oliver Street Intersection

In the North quadrant, remove and replace the existing wood signal pole and pole-mounted controller cabinet with a steel strain pole and base-mounted controller cabinet; paid for as Wood Pole, Rem; Strain Pole Foundation, Cased; Strain Pole, Steel, Anchor Base, 30 foot; Controller and Cabinet, Rem; and Controller Cabinet, Modified. The item for Strain Pole Foundation, Cased will include connecting 2, 3 inch, and 1, 1 ½ inch conduits from the handhole to the new strain pole. The strain pole and controller cabinet are to be supplied by the City of Kalamazoo and installed by the Contractor. At this intersection, the controller cabinet will be secured to the foundation by the City and only the equipment wiring is to be completed by the Contractor. This work includes removing and salvaging, if necessary, equipment from the existing cabinet, and installing and wiring all components inside the cabinet to the signals including but not limited to controllers, ethernet switches, splice racks, battery backup systems, and any other equipment necessary for a fully functional traffic signal.

Furnish and install a service disconnect located on the existing wood electric service pole located in the west quadrant; paid for as Serv Disconnect.

Remove both four-way signal heads and the left turn only case sign; paid for as TS, Span Wire Mtd, Rem and Case Sign, Rem. Replace these signal heads with four (4 Ea) two-way signals, and a four-section flashing yellow arrow signal; paid for as TS, Two Way Span Wire Mtd (LED) and TS, 4th Level, LTGA (LED). All the proposed signal heads will be supplied by the City of Kalamazoo and installed by the Contractor. Removing, salvaging, installing, and wiring a City supplied No Right Turn on Red case sign will be paid for as Case Sign, Salvage Removing, salvaging, and replacing the span wire, arranging the wire on poles, and installing the components, wires, hardware, and other required appurtenances are included in the item for Steel Pole, Fit Up, TS Cable Pole, 1, 1 ½ inch. Removal and replacement of the existing signal wiring will be included in the various items of work.

At the North (2 each) and South (2 each) quadrants, and at the existing traffic signal northwest of the railroad tracks (1 each), install video detection cameras to the existing or proposed poles; paid for as Bracket, Truss, with 18 Foot Arm (Steel Pole) to the new steel pole in the North quadrant; Bracket, Truss, with 18 Foot Arm (Wood Pole) to the existing wood pole in the South quadrant; Bracket, Truss, with 12 Foot Arm (Wood Pole) to the existing wood signal pole Northwest of the railroad tracks, and Video Traffic Detection Camera. The cameras are to be supplied by the City of Kalamazoo and installed by the Contractor. The item for Video Traffic Detection Camera includes installing the supplied cameras to the bracket arms and all wiring necessary for a fully functioning camera.

All required wiring will be supplied by the City of Kalamazoo.

W Michigan Avenue Intersection

Install new pedestrian signals for the path crossing W. Michigan Avenue northwest of the railroad tracks. On both sides, install a one-way pedestrian signal and a pushbutton to the existing pedestals; paid for as TS Pedestrian, One Way Pedestal Mtd (LED) Countdown and Pushbutton Station and Sign. The pedestrian signals and pushbuttons are to be supplied by the City of Kalamazoo and installed by the Contractor. The items for TS Pedestrian, One Way Pedestal Mtd (LED) Countdown and Pushbutton Station and Sign include installing the supplied signals and pushbuttons and wiring them to the controller and cabinet for fully functioning system.

Replace the controller cabinet in the North quadrant; paid for as Controller and Cabinet, Rem and Controller Cabinet, Modified. The controller cabinet will be purchased and supplied by the City of Kalamazoo and installed by the Contractor. The item for Controller Cabinet, Modified includes installing and securing the supplied cabinet to the foundation, removing and salvaging, if necessary, equipment from the existing cabinet, and installing and wiring all components inside the cabinet to the signals including but not limited to controllers, ethernet switches, splice racks, battery backup systems, and any other equipment necessary for a fully functional traffic signal. Any new equipment being installed in the cabinet will be supplied by the City of Kalamazoo and only the wiring is to be done by the Contractor

Remove both three-way signal heads and the left turn only case sign; paid for as TS, Span Wire Mtd, Rem and Case Sign, Rem. Replace these signal heads with two (2) one-way signals, two (2) two-way signals, and a four-section flashing yellow arrow signal; paid for as TS, One Way Span Wire Mtd (LED); TS, Two Way Span Wire Mtd (LED); and TS, 4th Level, LTGA (LED). All the proposed signal heads are to be supplied by the City of Kalamazoo and installed by the Contractor. Removing, salvaging, installing, and wiring a City supplied No Right Turn on Red case sign will be paid for as Case Sign, Salvage Removing, salvaging, and replacing the span wire and arranging the wire on poles, and installing the components, wires, hardware, and other required appurtenances are included in the item for Wood Pole, Fit Up, TS Cable Pole, 1, 1 ½ inch, 1, 3 inch. Removal and replacement of the existing signal wiring will be included in the various items of work.

At the North (1 each) and South (2 each) quadrants and at the existing traffic signal northwest of the railroad tracks (1 each), install cameras to the existing poles; paid for as Bracket, Truss, with 18 Foot Arm (Steel Pole) to the existing steel pole in the South quadrant;  Bracket, Truss, with 18 Foot Arm (Wood Pole) to the existing wood poles in the north quadrant and northwest of the railroad tracks; and Video Traffic Detection Camera. The cameras are to be supplied by the City of Kalamazoo and installed by the Contractor. The item for Video Traffic Detection Camera includes installing the supplied cameras to the bracket arms and all wiring necessary for a fully functioning camera.

Install one (1) radio remote at the North quadrant traffic signal pole and one (1) radio remote at the signal pole northwest of the railroad tracks and supply (1) to the City; paid for as TS, Wireless Link, 5.8 Gigahertz, Remote.

All required wiring will be supplied by the City of Kalamazoo.

Lovell Street Intersection

At the northwest (2 each) and southeast (1 each) quadrant of Stadium Drive and Lovel Street, and at the northwest (3 each) quadrant of Oakland Drive and Lovell Street, install cameras to the existing poles; paid for as Bracket, Truss, with 18 Foot Arm (Steel Pole) and Video Traffic Detection Camera. The cameras are to be supplied by the City of Kalamazoo and installed by the Contractor. The item for Video Traffic Detection Camera includes installing the supplied cameras to the bracket arms and all wiring necessary for a fully functioning camera.

Install an ethernet switch at the controller cabinet in the southeast quadrant of Stadium Drive and Lovell Street; paid for as Ethernet Switch with SFPS. The ethernet switch is to be supplied by COK and installed and wired by the Contractor.

Install (2) radio remotes at northwest quadrant pole and supply (1) to the City; paid for as TS, Wireless Link, 5.8 Gigahertz, Remote.

All required wiring will be supplied by the City of Kalamazoo.

For All Areas

All necessary traffic control, labor, materials, tools, equipment, and other items incidental to the work being performed shall be included in the Contractor’s unit price for this contract. Such items will not be bid or paid for separately but shall be included in the overall unit price.

The bidder shall furnish all labor, supervision, supplies, tools, equipment, and other means necessary or proper for performing and completing the work.  The bidder shall be responsible for the cleaning up of the job site and shall repair or restore all structures and property that may be damaged or disturbed during performance of the work to the satisfaction of the Public Services Department for the City of Kalamazoo. Drainage structure covers shall be salvaged and reused if in usable condition; otherwise, they shall be replaced. Where needed, all traffic control used for such operations as defined by the MMUTCD will be the responsibility of the bidder.

The bidder shall have all work completed by May 31, 2023.
