Board of Review for Assessments

The Board of Review hears citizen appeals regarding property assessments. This board has the power to raise or lower the assessed value of properties in light of the evidence presented and in accordance with state law.

The Board of Review meets for three weeks in March to hear appeals beginning on the first Tuesday after the first Monday. It also meets in July and December to approve corrections to the Assessment Roll.

Board Member Residency Requirements: Members must be City Residents.

Each year, prior to the March Board of Review meetings, informational notices are mailed. The “Notice of Assessment, Taxable Valuation, and Property Classification” also includes State Equalized Value, the percent of exemption as a Principal Residence or Qualified Agricultural Property, and if there was or was not an Ownership Transfer.

This notice includes the dates and times of the local Board of Review and the process for appealing an assessment. A property owner who makes an appeal must provide documented evidence as to why the assessment is inaccurate or incorrect. Evidence may include an appraisal, a list of sales in your neighborhood that are similar to your home, or pictures of damage or deterioration that may exist, among other things.

The Board will meet starting March 9, 2026. Walk-ins are not permitted. All protests in person will be heard BY APPOINTMENT ONLY, and the deadline to schedule an appointment is March 6, 2026. To schedule an in-person appointment, call 269-337-8845 before 5:00 pm March 6, 2026.

The Board will also accept protests from both residents and non-residents by submitting a signed letter to the City Assessor via mail (City of Kalamazoo, City Assessor, 241 West South St, Kalamazoo, MI 49007), by e-mail (cokassessor@kalamazoocity.org), or in person (24-hour drop box at Kalamazoo City Hall). The letter appeal must be accompanied by a signed form L-4035, as well as any supporting documents.

Written appeals must be RECEIVED in the office by the City Assessor no later than 12:00 PM on Friday March 13, 2026. Postmarks are not acceptable. If you are representing an owner, you must provide written authorization to present your appeal.

Assessments have been adjusted to result in an anticipated State Equalized Value Multiplier of 1.0000 for all classes of property. The Tentative State Equalization Multipliers and Equalization Ratios, as determined by the Kalamazoo County Equalization Department, prior to the above-mentioned adjustments were as follows:

Issues that can be brought before the Board of Review include property valuation (SEV), assessment roll classification changes, and property tax poverty exemption requests. Taxable value is generally not appealable as this type of change is entirely a result of Proposal A. Taxable value change is limited by the Inflation Rate Multiplier (IRM), as determined by the State Tax Commission, unless there has been new construction or a transfer of ownership. For 2026 the IRM is 1.027.

Why:

Pursuant to Charter and Code of Ordinances of the City of Kalamazoo and the Michigan General Property Tax Act, the Board of Review will meet in its March sessions to consider any or all of the following:

  • To review and hear protests on the 2026 Assessment Roll as prepared and submitted by the City Assessor, including protests as to 2026 Assessed Value. 2026 Tentative Taxable Value, and 2026 Assessment Classification.
  • To receive and consider homestead poverty exemption claims for 2026;
  • Any other business that may properly come before the board.
