Public Hearings (F)

The City Commission held a public hearing for item F1. Item F2 was removed from the agenda:

1. Public hearing to receive comments on the Program Year 2024 Consolidated Annual Performance and Evaluation Report (CAPER). (Public Hearing held, no action taken)
2. Public hearing to receive comments on a RESOLUTION establishing the Porter Street Neighborhood Enterprise Zone (NEZ). (Removed from the Agenda)

Consent Agenda (G)

The City Commission approved items G1-11:

1. Approval of a sole source purchase agreement with Westwind Construction for the Abbey 42 Private Water Filtration and Plumbing Upgrades Project Phase 1 in the amount of $125,417.29
2. Approval of a contract with Buist Electric for the Water Station 26 Electrical and Controls Upgrade Project in the amount of $139,800.
3. Approval of a 12-month purchase with Oracle for Oracle Cloud Migration services through the MiDEAL cooperative purchasing program for an amount not to exceed $220,000.
4. Approval of a contract with Ace Excavating for the removal and disposal of trash, nuisances, and garbage collected pursuant to the enforcement of various city ordinances in the amount of $250,000.
5. Adoption of a RESOLUTION approving a change in the standard street lighting contract with Consumers Energy due to changes to the lighting on Dutton Street 250' east of the Burdick/Dutton Street intersection.
6. Adoption of a RESOLUTION recommending approval of a Social District and Commons Area Permit for Winston's, LLC located at 224 E Michigan Ave.
7. Approval of an amendment to the contract between the City of Kalamazoo and the Kalamazoo County Land Bank to demolish the structure at 322 Stockbridge Ave.
8. Approval of a post-award amendment to the bidding and contract documents between Falcon Demolition LLC and the City of Kalamazoo. (Bid Ref#91240- 027.)
9. Approval of the Mayor's appointments to boards, commissions, and committees: the appointment of Cheng Kidd Sun to the Downtown Development Authority and Downtown Economic Growth Authority Boards for a partial term expiring March 31, 2029; the appointment of Roland Bissonnette to the Planning Commission for a partial term expiring March 31, 2027.
10. Approval of the minutes from the City Commission meeting on September 2, 2025.
11. Approval of the purchase of 6086 E. Michigan Avenue from Scott Smelker and Serih Smelker for the amount of $249,300. (Postpone until October 6, 2025)
