Notice of Comment Period for Amendment to 2025 HUD Action Plan

Per the U.S. Department of Housing and Urban Development Consolidated Plan regulations (24 CFR Part 91), the City of Kalamazoo is required to prepare a plan that describes how Community Development Block Grant (CDBG) and HOME Investment Partnership (HOME) funds will be allocated to meet the needs of low-income persons of Kalamazoo. To that end, an Action Plan is completed annually to describe activities that will be funded to address the needs identified in the current 5-Year Consolidated Plan.

Notice is hereby given that the City of Kalamazoo is considering a Substantial Amendment to the 2025 Action Plan related to CDBG and HOME funds, as follows:

Funding Sources Available:

CDBG:

  • Entitlement Funds 2025: $399,682.86
  • Program Income from HODAG Repayment 2025: $431,178.00
  • Program Income (expected from past roof replacement activity) 2025: 30,000.00
  • Funds to Reallocate from 2024 Action Plan: $75,150.00
  • Funds to Reallocate from 2023 Action Plan: $133,989.14
  • Total: $1,070,000.00

HOME:

  • Entitlement Funds 2025: $240,239.65
  • Funds allocated to Affordable Housing in 2024 Action Plan: $407,288.40
  • Program Income 2024: $4,800.00
  • Funds allocated to Affordable Housing in 2023 Action Plan: $259,944.00
  • Funds allocated to Affordable Housing in 2022 Action Plan: $188,912.00
  • Unallocated funds from Program Year 2022: $34,157.60
  • Funds allocated to a project that was cancelled in Program Year 2020: $64.658.35
  • Total: $1,200,000

Total funding for Substantial Amendment: $2,270,000.

PY2025 Activities Recommended for Funding:

  • Project Single-Family Homeowner Repairs: $550,000.00
  • Rental Assistance: $770,000.00
  • Neighborhood Enhancements: $400,000.00
  • Community Housing Development Organization (CHDO) Project: $150,000.00
  • Rental Housing Development: $400,000.00

Comment Period:

The City is accepting written comments on this proposed Amendment for a 30-day period beginning Sunday, September 21, 2025. City Commission Meeting:

The Kalamazoo City Commission will review the requested Substantial Amendment and hold a public hearing at their regularly scheduled meeting on Monday, October 20, 2025, in the Commission Chambers of City Hall, 241 W. South St., Kalamazoo, MI, beginning at 7:00 pm.
