Notice of Comment Period for Amendment to HUD Action Plan

Per the U.S. Department of Housing and Urban Development Consolidated Plan regulations (24 CFR Part 91), the City of Kalamazoo is required to prepare a plan that describes how Community Development Block Grant and HOME Investment Partnership funds will be allocated to meet the needs of low-income persons of Kalamazoo. To that end, an Action Plan is completed annually to describe activities that will be funded to address the needs identified in the current 5-Year Consolidated Plan.

Notice is hereby given that the City of Kalamazoo is considering a Substantial Amendment to the 2019 Action Plan related to Community Development Block Grant – CARES Act (CDBG-CV) and the 2023 Action Plan related to Community Development Block Grant (CDBG) and HOME Investment Partnership (HOME) programs.

Proposed Changes:

  • CDBG-CV: $92,000 is recommended to be reallocated from the city’s grant administration budget ($50,045.74) and the United Way small business assistance fund ($41,945.26) to Housing Resources, Inc. for rental assistance.
  • CDBG: $62,500 is recommended to be reallocated from the city’s code enforcement budget to Community Homeworks critical repair program.
  • HOME: $1,000,000 is recommended to be allocated from unprogrammed funds to an affordable rental development being constructed by the YWCA ($500,000) and an affordable senior rental project constructed through a partnership between Hollander Development and Mt. Zion Baptist Church ($500,000).

Comment Period:

The City is accepting written comments on this proposed Amendment for a 30-day period beginning Monday, May 13, 2024. City Commission Meeting:

The Kalamazoo City Commission will review the requested Substantial Amendment at their regularly scheduled meeting on Monday, June 17, 2024 in the Commission Chambers of City Hall, 241 W. South St., Kalamazoo, MI beginning at 7:00 pm.
