The city will be accepting proposals for the following housing activities:
The Request for Proposals (RFP) is intended to determine a nonprofit organization’s administrative, financial, and pro- grammatic capacity to successfully manage federal and city grant requirements. The questions within the RFP related to experience, organizational capacity, and financial management are a U.S. Department of Housing and Urban Development (HUD) risk assessment that the participating jurisdiction (the city) must conduct.

Mandatory RFP Submittal Meetings
Applicants are required to attend an RFP submittal meeting:
- June 17, 2025 at 10:00 a.m. - Single-Family Owner-Occupied Critical Repair
- June 18, 2025 at 1:30 p.m. - Tenant-Based Rental and Security Deposit Assistance
- June 18, 2025 at 10:00 a.m. - Development of Affordable Housing through a registered Community Housing Development Organization (CHDO)

What housing activities will be funded?
- Single-Family Owner-Occupied Critical Repair: This program is designed to address health and safety concerns of a single-family home to ensure it is a secure place to live. This could include electrical, plumbing, furnace, water heater, roofs, accessibility modifications, etc. The intent is to protect the low-income household living in the unit and prevent the property from deteriorating.
- Tenant-Based Rental and Security Deposit Assistance: This program will help low-income households secure safe and affordable rental units. Assistance provided must be included as part of a financial self-sufficiency program for participants. The goal is to reduce housing cost burdens and instability to avoid evictions and homelessness.
- Community Housing Development Organization Affordable Housing: Eligible housing development consists of acquisition, rehabilitation, and/or new construction of single-family or multi-family residential units. After completion, occupants must meet income requirements and the units meet affordability periods established by the U.S. Department of Housing and Urban Development.

Housing organizations that are 501(c)3 nonprofits and Community Housing Development Organizations (CHDO).
What funding sources will be available?
- Community Development Block Grant (CDBG): This is an annual grant provided to the City of Kalamazoo from the U.S. Department of Housing and Urban Development. The intent of the program is to create viable urban communities by providing decent housing and a suitable living environment, and by expanding economic opportunities, principally for low- and moderate income persons. - HOME Investment Partnership Program (HOME): HOME is a U.S. Department of Housing and Urban Development program that provides annual funding to the City to be used exclusively for affordable housing activities to benefit low-income households. What is a CHDO and how do I become one?
A CHDO is a private nonprofit, community-based organization that has staff with the capacity to develop affordable housing for the community it serves. In order to qualify for designation as a CHDO, the organization must meet certain requirements pertaining to their legal status, organizational structure, and capacity and experience. Will there be funding for other types of projects?
Yes! In the late summer/early fall of 2025, an application process will begin for the allocation of CDBG public service dollars. HUD allows the use of these grant funds for a wide range of activities, including, but not limited to services for youth, seniors, child care, health, substance use counseling and treatment, crime prevention, job training, education programs, and helping the unhoused.
