NOTICE OF FINDING OF NO SIGNIFICANT IMPACT ON THE ENVIRONMENT AND NOTICE OF INTENT TO REQUEST FOR RELEASE OF FUNDS
These notices shall satisfy two separate but related procedural requirements for activities to be undertaken by the Michigan State Housing Development Authority
Notice of Intent to Request a Release of Funds
On or about Monday, November 24th 2025 the City of Kalamazoo Community Planning and Economic Development Department will submit a request to the U.S. Department of Housing and Urban Development (HUD) for the release of HOME funds under Title II of the National Affordable Housing Act of 1990, and Section 8 (o)(13) of the U.S. Housing Act of 1937 (42 U.S.C. 1437f(o)(13)) as amended, to undertake a project known as Kalamazoo Recovery Housing for the purpose of:
The City of Kalamazoo (COK) intends to award Edison Community Partners up to $400,000 for the Kalamazoo Recovery Housing Project, also known as ‘Kalrecovery’. The City of Kalamazoo and MSHDA seek to support the construction of 48 new long-term, multi-family recovery housing units in three structures. One, three-story building will be constructed in the central portion of the Project site containing 36 approximately 640-square foot (sf) apartment units, with two, two-story buildings to be constructed in the northeast and southeast portions of the site containing six approximately 850 and 1,050-sf apartment units each (12 total). Approximately 37,000 square feet of asphalt covered drives with approximately 60 parking spaces will occupy the east-central portion of the Project site with an access drive from Bryant Street at the southern boundary. The Project site would also include approximately 8,100 square feet of concrete walkways around the buildings and a dumpster enclosure pad in the southern portion. Gravel walking trails would be created in the northeastern portion with a fenced community garden in the southeastern portion, and two ''play areas'' in the northeastern and southeastern portions of the proposed Project site.
Kalrecovery is located at 1900 Belford Street. The Project site consists of one approximately 6.64-acre legal parcel of land addressed as 1900 Belford Street, and is bounded to the north by Reed Street, to the east by Belford Street, to the south by residential properties and Bryant Street, and to the west by Portage Creek. The Project site is considered in two parts, east and west halves, divided by a walking trail at the top of the Portage Creek floodplain, which traverses the Project site from north to south. The eastern half of the Project site represents the entirety of the proposed developments while the western half of the Project site would remain in its current configuration as unimproved land associated with Portage Creek.
Estimated total development cost is $22,327,121.
Notice of Finding Of No Significant Impact (FONSI)
The City of Kalamazoo has determined that the project will have no significant impact on the human environment. Therefore, an Environmental Impact Statement (EIS) under the National Environmental Policy Act of 1969 (NEPA, 42 USC 4321) is not required. Public Comments
Any individual, group, or agency may submit written comments on the ERR to the City of Kalamazoo’s address written above. All comments received by November 24th, 2025 will be considered by the City of Kalamazoo prior to authorizing submission of a request for release of funds. Comments should specify which Notice they are addressing.
Environmental Certification
The City of Kalamazoo certifies to HUD that Antonio Mitchell in his capacity as Certifying Officer consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. HUD’s approval of the certification satisfies its responsibilities under NEPA and related laws and authorities and allows Edison Community Partners to use Program Funds.
Objections to Release of Funds
HUD will accept objections to its release of funds and the City of Kalamazoo’s certification for a period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases: (a) the certification was not executed by the Certifying Officer of the City of Kalamazoo; (b) the City of Kalamazoo had omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR Part 58; (c) a grant recipient or other participants in the project have committed funds or incurred costs not authorized by 24 CFR Part 58 before approval of a release of funds by HUD; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. Objections must be prepared and submitted in accordance with the required procedures (24 CFR Part 58, Sec. 58.76) and shall be addressed to the U.S. Department of Housing and Urban Development Detroit Field Office, Keith E. Potential objectors should contact HUD to verify the actual last day of the objection period.
